How to calibrate a hygrometer?

I don't have an answer. I was just thinking that many of us use them, in one form or another, but none of us seem to know how to calibrate one.
Seems there should be some way to do this and I would hope there is a way for the average person to do it and get reasonably consistent results.
Another thought is that some hygrometers may not actually be measuring the same thing as others. Some may be, in essence, measuring RH and others may be giving a figure more closely related to the dew point.
Any ideas?

Cigarette Scissors

Simron's cigarette scissors might be a handy tool for trimming off protruding tobacco. I haven't seen them at any retail outlets yet.
